INEC Announce New Dates For 2015 Elections

The Independent National Electoral Commission (INEC) has announced a new date for the 2015 elections.

International Media agencies had ealier mentioned the body will postpone the election, however INEC earlier denied the report.

The election has now been officially rescheduled for Mach 28th and April 11th 2014.

Full Text On Reason Given By INEC Chairman Over The Postponement Of The Elections

Statement released on the timetable for the 2015 general elections by thr chairman, INEC, Prof. Attahiru M. Jega at a press conference on Feb. 7th, 2015.
Ladies and Gentlemen,
We invited you here today to make known the position of the Independent National Electoral Commission (INEC) on the timetable for the 2015 general elections. Let me state from the outset that the Commission’s position was reached after carefully weighing the suggestions from briefings held with different stakeholders in the electoral process.
The conduct of elections in a country like Nigeria is invariably a collective venture that involves not just the Election Management Body (EMB), but also a diverse range of stakeholders, notably security agencies, political parties and their candidates, voters, as well as interest groups, such as the civil society organizations and the media.
To guarantee successful conduct of elections, there are things that are wholly the responsibility of the EMB. But there are other things critical for the success of elections, which fall outside the control of the EMB.
In other words, while INEC must work hard to perfect its systems and processes for conducting elections, and take responsibility for any imperfections thereof, whatever the Commission does may not by itself be sufficient to guarantee the success of elections. There are a number of issues in the preparation and conduct of an election, the most critical of which is security, which is not under the control of INEC.
Current State of INEC’s Preparedness
On Thursday, February 5, 2015, I was invited to brief the National Council of State, which is the highest advisory to the President comprising past and present leaders in Nigeria, on the level of preparedness of INEC to conduct the 2015 general elections. I made a presentation to the Council titled ‘Preparations for the 2015 General Elections: Progress Report,’ in which I gave a detailed account of what the Commission has been doing in readiness for the national elections (National Assembly and Presidential) scheduled for February 14th, and the state elections (Governorship and State Assembly) scheduled for February 28th, 2015.
The summary of my presentation to the National Council of State meeting is that, for matters under its control, INEC is substantially ready for the general elections as scheduled, despite discernible challenges being encountered with some of its processes like the collection of Permanent Voter Cards (PVCs) by registered members of the public.
In addition, INEC has been doing everything it can to facilitate the collection of the PVCs by registered members of the public. As at 5th February 2015, the total number of PVCs collected was 45, 829, 808, representing 66.58% of the total number of registered voters.
In the delivery and deployment of electoral materials, INEC is also at a comfort level in its readiness for the general elections as scheduled (see the presentation to the Council of State). The Commission’s preparations are not yet perfect or fully accomplished. But our level of preparedness, despite a few challenges, is sufficient to conduct free, fair and credible elections as scheduled on February 14th and February 28th. Compared with 2011 when, within a short time, we conducted general elections that were universally adjudged free, fair and credible and the best in Nigeria’s recent electoral history, our processes are today better refined, more robust and therefore capable of delivering even better elections.
Other Variables
But as I mentioned earlier, there are some other variables equally crucial for successful conduct of the 2015 general elections that are outside the control of INEC. One important variable is security for the elections.
While the Commission has a very good working relationship with all security agencies, especially on the platform of the Inter-agency Consultative Committee on Election Security (ICCES) since its inception in 2010, it has become pertinent for it to seriously consider the security advisory presented to it by the Security and Intelligence Services. I would like to reiterate here that INEC is an EMB and not a security agency. It relies on the security services to provide a safe environment for personnel, voters, election observers and election materials to conduct elections wherever it deploys. Where the security services strongly advise otherwise, it would be unconscionable of the Commission to deploy personnel and call voters out in such a situation.
Last Wednesday, which was a day before the Council of State meeting, the office of the National Security Adviser (NSA) wrote a letter to the Commission, drawing attention to recent developments in four Northeast states of Borno, Yobe, Adamawa and Gombe currently experiencing the challenge of insurgency. The letter stated that security could not be guaranteed during the proposed period in February for the general elections.
This advisory was reinforced at the Council of State meeting on Thursday where the NSA and all the Armed Services and Intelligence Chiefs unanimously reiterated that the safety and security of our operations cannot be guaranteed, and that the Security Services needed at least six weeks within which to conclude a major military operation against the insurgency in the Northeast; and that during this operation, the military will be concentrating its attention in the theatre of operations such that they may not be able to provide the traditional support they render to the Police and other agencies during elections.
INEC’s Decision
We have done wide ranging consultation to enable us have as much input as is necessary before taking an informed decision. In the series of consultations that we held with stakeholders, the questions consistently posed to them for consideration are:
(i) In view of the latest development, should INEC proceed with the conduct of the general elections as scheduled in spite of this strong advice; and if so, what alternative security arrangements are available to be put in place?
(ii) Or, should INEC take the advice and adjust the schedules of the general elections within the framework of Constitutional provisions?
The Commission held a meeting after the consultations, and decided to take the advice of the Security Chiefs and adjust the dates of the elections. We have done this relying on Section 26(1) of the Electoral 2010 (As Amended), which states thus: “Where a date has been appointed for the holding of an election, and there is reason to believe that a serious breach of the peace is likely to occur if the election is proceeded with on that date or it is impossible to conduct the elections as a result of natural disasters or other emergencies, the Commission may postpone the election and shall in respect of the area, or areas concerned, appoint another date for the holding of the postponed election, provided that such reason for the postponement is cogent and verifiable”.
INEC not being a security agency that could by itself guarantee protection for personnel and materials, as well as voters during elections, the Commission cannot lightly wave off the advice by the nation’s Security Chiefs. The Commission is specifically concerned about the security of our ad hoc staff who constitute at least 600,000 young men and women, together with our regular staff, voters, election observers as well as election materials painstakingly acquired over the last one and half years. This concern is limited not just to the areas in the North-eastern part of Nigeria experiencing insurgency; the risk of deploying young men and women and calling people to exercise their democratic rights in a situation where their security cannot be guaranteed is a most onerous responsibility. Under such circumstances, few EMBs across the world, if any, would contemplate proceeding with the elections as scheduled. No matter the extent of INEC’s preparedness, therefore, if the security of personnel, voters, election observers and election materials cannot be guaranteed, the life of innocent young men and women as well the prospects of free, fair, credible and peaceful elections would be greatly jeopardised.
Consequently, the Commission has decided to reschedule the 2015 general elections thus: the national elections (i.e. Presidential and National Assembly) are now to hold on March 28th, 2015; while the state elections (Governorship and State Assembly) are to hold on April 11th, 2015. It should be noted that this rescheduling falls within the constitutional framework for the conduct of the elections, notably, Sections 76(2), 116(2), 132(2) and 178(2). See also Section 25 of the Electoral Act 2010 (As Amended).
For the avoidance of doubt, we will under no circumstances approve an arrangement that is not in line with the provisions of our laws. Our hope is that with this rescheduling, the security services will do their best to ensure that the security environment needed for safe and peaceful conduct of the 2015 elections is rapidly put in place.
We in INEC reassure all Nigerians and indeed the international community of our commitment to do everything within the law and to conduct free, fair, credible and peaceful elections. We call on the security agencies to honour their commitment to restore sufficient normalcy for elections to take place within the period of extension. We also call on Nigerians, political parties, candidates and all other stakeholders to accept this decision in good faith and ensure the maintenance of peace.
As for us in INEC we’ll endeavour to use the period of the extension to keep on perfecting our systems and processes for conducting the best elections in Nigeria’s history. In particular, we believe that we would resolve all outstanding issues related to non-collection of PVCs, which agitate the minds of many Nigerians.
Finally, we wish to call on all Nigerians to accept our decision, which is taken in good faith and the best interest of deepening democracy ion our country.

Jonathan Knows Nollywood While Buhari Doesn’t Know It’ – Charles Novia Writes In New Article

Let us admit it – we have never seen any President so besotted with entertainment like Dr. Goodluck Ebele Jonathan, especially the movie-making sector. And this is not a satire. Yes, his detractors may point at “weakness” for entertainment as a signpost of an unserious mind frittering the commonwealth on ‘joli-joli’ matters!

Even the opposition may grumble loudly that the lively engagement with the Nollywood is essentially exploitative and window-dressing – to the detriment of more important and critical sectors of the national economy.
However, no one is in doubt that the life and essence the Creative wayfarers was initially ignited by Bayelsa governor, the much maligned Diepreye Alamieyeseigha, immediate boss of GEJ around year 2000. With dizzying state support and elaborate razzmatazz, the duo of Alams and GEJ wallowed in the sudden euphoria of showbiz and the attendant media opulence only comparable to IBB’s romance with PMAN’s ding-a-long of 1989 – 1992 when Tony Okoroji was the majordomo.

It was no surprise GEJ flowed with the momentum when fortune made him supplant Alams as Gov. of Bayelsa in December 2005. Yet, for all his enthusiasm for professional revelries, the make-believe could not have believed their luck when good ol’ providence thrusted GEJ, again, into greater prominence.

In quick succession, he moved from Vice-President to Acting President and eventually President within years! By 2011 when he assumed office, on his own stamina, the Nollywood romance had blown out of the creek waters. The two lovebirds were careering giddily on a thoroughfare peopled with great thespians, gifted producers, immaculate directors and of course a coterie of charlatans and ‘waka-pass’.

With technocrats within the federal service and the movie industry, different modules of foundational interventions were crafted – and cash-backed like never before. Millions of naira were mentioned, which ballooned, to the consternation of nay-sayers, to billions of naira in creative “stimulus packages”. In the past ten years of GEJ’s unstinted romance with a powerful sector of the entertainment community, it is very uncharitable (even for inveterate detractors) to say that Jonathan has not “performed”. You may quarrel with the impact or management of his interventions; you may yap him and his people for mystifying the process and access to the several GEJ interventions in the Artsworld.

You may claim he has lost similar interest or attention to details in other critical sectors of the Nigerian state. However, no ONE can simply dismiss his unprecedented regard, affinity and seeming devotion to the people, practice and promise of Nigeria’s movie-making community and allied sectors. In his six years as President, GEJ has arguably awarded more national honours to our artistes than all the past regimes rolled together!

So, when you hear and see leading lights of Nollywood rooting aggressively for GEJ; when you read famed voices shouting on the roof of their cyper-pages and declaring the ceaseless glory of GEJ; when you read otherwise quiet prima-donnas spit fire and engage in internet-‘gra-gra’ with many of their tele-fans…for the sake of their beloved Moses (Jonathan) – you really must understand and appreciate their position – enlightened self-interest (a completely natural instinct).
They are not ‘bought’, ‘turn-coats’ or ‘ass-licking’ – against their will or legacy. They simply are paying good back to the man who has brought them a load of luck – and thus enhancing their means of livelihood, and embellishing their relevance. No pun intended. This 2015 presidential election is a watershed for Nollywood. They cannot see anything in the “Change”-troopers to indicate that their groovy-train will go on; GMB has not even for once coughed about any plans for Nollywood, one of the major revelations of the 2014 rebasing parameters! It does appear that GMB does not even know that Nollywood exists – beyond gyrations at campaign rallies! So, stop yakking at Nollywooders if they have little or no sympathies for GMB – he is disconnected from them in the past decade, at least. And within that same period, GMB’s main opponent has been their God-sent. Most assuredly I say to you: a good friend is difficult to find – and keep; Nollywood can’t afford to lose this Goodluck. God forbid!!

Dear Hunnymix.

Though you operate a 'gossip' website, I have noticed over time that considerable attention has been given to political, governmental and societal matters that concern the average Nigerian. Which is why I want to plead with you as a well meaning Nigerian to use your world renowned media and cyber prowess to make known an issue that has bothered me for a while now.

The issue of monopolizing of federal, state and even in some cases traditional appointments by our nations political class. Some Nigerians might feel that this issue does not affect them or like some people say ' change the price of garri in the market'. I believe this is an issue of utmost importance that every ambitious Nigerian should consider as we all wish to better our lives and one day you could be opportune to be shortlisted to serve the nation only for the spot duly and rightly deserved by you to be given to a well known politician and in Nigeria today, already exhausted minds of elderly politician, former government appointees etc who feel they still need to be relevant in the society or feel they are not done 'contributing' their quota to the nation. what they could not do in their youthful and vibrant days.

Strategic positions where new ideas and minds should come into play are being rotated amongst a fraction of our populace, imagine a former Governor going to serve in the Senate and still holding appointments even after leaving the Senate as if the country was made for only a few to prosper in. These people are meant to know that Nigeria is for Nigerians and not a few of them.

Some countries employ their average citizens to be legal system as members of a jury whereas in our beloved Nigeria, when a committee to improve the policy or 'investigate' another committee is set up it can only include former ministers, and other former public office holders. Who would continue to collect and sit upon opportunities that should be available to all Nigerians. 

Giving the average Nigerian a chance in such appointment also means well as it would help with the redistribution of wealth. Imagine a former Governor who serves for two terms and goes to the Senate to serve another two terms after which is appointed as a Executive Director for a Federal agency. Instead of he/she to retire after serving as a governor and allow three other of his fellow Nigerians of which two could serve as single term Senators and the other as the Executive Director of the concerned agency to implement new and fresh ideas that would benefit the nation and even the greedy politicians children.

One area I really do not agree with the government and I believe in this modern democratic Nigeria I have the right to say is the appointment of Ambassadors / Head of Missions. It has gotten to the very degrading level where politicians and even wives of politicians and former leaders are being 'compensated' with such a critical and delicate role while the career civil servants who after years of toiling for this great nation would be delayed and denied their birth right and are retired due to mandatory years in service or coming of age.

Political Ambassadors in my opinion cannot put in the same work ethic as a career Ambassador who has probably for the last twenty years of his life, sleeping, eating and breathing the job. It is a pity when politicians see these foreign missions as means to embezzle money disregarding the welfare of Nigerians in these foreign land. Imagine a Local Government Chairman or House of Reps member who just finished his/her tenure and could not adequately represent somewhere as small as a local government being sent out by the Federal Government to represent the nation. I think that is absurd, idiotic and stupid thing to do. No wonder Nigerian embassies abroad are in shambles and are barely running.

I do not know the criteria for selecting Ambassadors and other political appointments but I believe as humans with common sense we should not be sending a banker on a diplomatic mission or appointing an accountant as the Minister of Defence. When one Nigerian can collect retirement benefits of being a Governor, Senator and Ambassador when two other Nigerians can be appointed and in turn help their families and reach more lives.

I call on anybody who has means of communicating with any one who can make my feelings known to any one in any office who can do something about it because this country is for all Nigerians and if the masses are happy every one and every thing in our country would prosper.
But of course in a country where politics is the full time occupation of some people. In developed nations whom we should be emulating, legislators and some other positions are part time jobs and even in some cases voluntary. Imagine a Nigeria, where any one can schedule and get an appointment and be part of the House sitting, contributing and giving ideas on how to better their local government, state and nation at large.

YES many ladies will have me hated for this write-up but who cares ?. Well, I'm actually not a fan of sex and I'm not desperate about it the way people talk about it as if their lives depend on it simply because i am a pastor and heaven is my home.* just kidding anyway wink *

Premarital sex is not in any way a good thing and there's no reasonable point to justify why one should indulge in the act. I'm not dropping this to encourage people to indulge in such act before some people will start talking about maturity or quoting Bible verses. Let's forget about maturity here and face reality.

Sex is not the yardstick for true love, AGREED !!! But our most of ladies seem to misbehave when you haven't gotten under their skirts in relationships. To some ladies, you are not different from every other guy stalking her in as much as you haven't gotten under their skirts.

Apart from premarital sex being a violation of religious law, I sometimes don't blame guys who will never want to be in NO SEX relationships because of what they face and how they are being fooled, deceived and later dumped. I have been in quite a few number of NO sex relationships and below and the annoying characters many of them exhibit.

1. She Lies About Being A Virgin
Since the best way to ascertain a virgin is penetration. She claims she is a virgin due to the fact that you haven't done the needful

2. She Forces You To Make Promises
Even if at all she wants to open her legs for you, she will make it be as hard as OAU post UME exam. She gives silly excuses to see how much you really love her without sex or she might even tell you to promise her marriage. *smh*

3. She Doesnt Totally Submit
She loves, respect and cherish you but in as much as much as you haven't done the deed, you might just be treated like every other dude stalking her who have long been deprived of the kitty cat

4. I Have Nothing To Lose If The Relationship Ends Attitude
What most ladies tend to regret after breakup is that fact that you have also marked register. However, when she looks back and realizes you haven't had sex with her, she will heal in no time, therefore she sometimes exhibit " I have nothing to lose attitude"

5. She Dumps You Before Rolling Those Dice
Sex does not actually make a lady stay glued but in a sort, it makes an average responsible lady emotionally tied down especially if you are serious about her cos she knows the consequences of giving her body to various male species. However, since sex is absent in the relationship, she might just wake up on a morning and decide to dump your ass without even regretting it mainly because there's no sexual attachment

6. She Demands So Much Respect
She might even flirt and expect you to keep shut and overlook it maybe because you know she still has her virginity. However, she might even have too many suitors and give excuses that she was not got laid

7. Lack of Trust
Your girlfriend promises to come spend the night with you and will have to beg her with heaven and earth and make promises not to try anything silly. Just image your so called girl friend coming to spend the night with you but on a condition that she will sleep on the bed, and you will sleep on the floor. I mean whatdafuck is that ?

8. She Avoids Romance/Smooching
She doesn't allow you enjoy the moment whenever you are both going down into a "deep" kiss but gets jealous whenever she realizes you are having another affair...Abeg shey body na fire wood?. wink Why not stay single if you know you will allow smooching and romance and will eventually deprive him of kitty cat ?

9. She Is Overly Proud
Only sex can fledge the wings of some ladies and in as much as you haven't done the deed, they are most likely to be proud. I'm actually not trying to say that sex will totally eradicate their pride but more often than not, sex reduces the pride and gra gra

Guys if you are very very observant, you will notice that when you haven't gotten under the skirt of a lady, she hides so many things from you and start to open up when you have done the deed
